A double parody

Ill fares the promised land, a prey to avarice,
Where wealth accumulates, and wealthy men decay.
Presidents and Congresses may flourish, or may fade;
A vote can make them, and a vote can take them;
When gobbledygook accumulates and ideas decay
And galloping fears stalk the land.
